Author, professor and chairperson of the Morgan State University Department of Political Science Max Hilaire (Class of ’79) will be a featured keynote speaker for the eighth annual University of Toronto’s Munk School of Global Affairs Graduate Student Conference March 20-21.
He will present under the conference’s theme, “Wicked Failures: Lessons Learned and Looking Forward in the Global System,” which will address issues of climate control, international security, immigration and human rights. A renowned scholar on international relations, law and policy, Hilaire will discuss the United Nations Security Council response to global humanitarian situations.
Hilaire is the author of three books: “International Law and United States Military Intervention in the Western Hemisphere,” “United Nations Law and the Security Council,” and “US Attitude Towards International Law.” He is a two-time Fulbright Scholar and has lectured throughout Africa, Europe and Latin America.
